Is Dubai broke?

Recently am hearing a lot in the news about Dubai debts, generally all the TV channels are talking, including the world's best news channels, different points of view, different opinion, and still no one answered the question "Is Dubai broke?".
As far as I can see, Dubai is still in good condition, 2009 was a very difficult year for everyone but still Dubai was able to accomplish alot, Metro Dubai and Burj Dubai are the biggest example, though no one can deny the huge number of canceled projects, but this happen everywhere on the planet earth.
Also there are that talk about Abu Dhabi supporting Dubai "paying Dubai debts", I heard alot of silly things "and am sure many of you does" about Abu Dhabi buying Emirates Airlines, buying Burj Dubai, even heard someone telling that Abu Dhabi will buy Dubai Police Dept, oh common people stop spreading this kind of rumors all over and expect people to believe it.
Can anyone here answer my question now Is Dubai broke? and do we have to expect hard 2010????

Dubai
I dont think they are broke, they are having hard time definitely, and yes all the world are talking about it, this is because Dubai for the past 10 years was the world's business spot, Also am sure that Abu Dhabi will support them for the max,
