Otherwise tourists wouldn't have been able to drive rent-a-cars.
IF you have a residency visa then you should first go to Traffic Police Dept. and get a UAE driver's license.
Don't forget to make sure you will be covered by insurance. As I remember my vehicle insurance policy does allow that but your friend's insurance policy could be different.
Drive safely! Obey traffic rules and regulations!
