Applying for Abu Dhabi Driving Licence with Dubai Visa

Hello all,
If some one have a Dubai Visa, can he apply for a Driving Licence in Abu Dhabi?
Any special procedure for this?
The reason is one of my friend has permanently moved to Abu Dhabi, but his visa is originally from Dubai. The company said they will give a letter stating that has been transferred to Abu Dhabi. Is this enough to apply?
Please someone clarify me.

Yes he can apply, all what he need is the letter from the company and he can go to traffic department or Emirates driving school and open a file.

Done, but it wasn't that easy.
My friend managed to open a file in Emirates Driving School/Company, but it wasn't easy. There was 2 more procedures involved, I am posting here so that it will help others.
1) The Driving School needs NOC from Traffic Dept.
2) Went to Traffic Dept. for NOC with all documents, and they have requested a copy of the Company's Trade Licence.
Then only it was possible to open a file with Emirates Driving School in Abu Dhabi.

Hi,
I was told that only people who are "Managers" can have this facility, means your Job title should be "Manager ABCXYZ". Is it true?
This restriction was not mentioned by Driving School Information guys when they told me to get the NOC from
I went to AD Police Licensing and Registration office, is it diffrent from Traffic Section/department of AD Police?

I dont think it have anything to do with your profession on the visa, despite some professions can not get Driving license like cook and electrician
